Tıbbi yenilikler, sosyo-teknik tahayyüller içine yerleşmiş sosyo-teknik süreçlerin, tarihsel olarak şekillenen bilim ve teknoloji durumlarının yanı sıra, belirli kümelerde konumlanmış yenilikçi şirketlerin birikmiş bilgi, uzmanlık ve zanaatkârlık mirasının bir sonucu olarak ortaya çıkmaktadır. Örneğin, tıbbi cihaz üretim kümelerinin gelişimi yalnızca inovasyonun tarihsel seyrine ve metal işçiliği ile beceri gerektiren el işçiliğine özgü zanaatkârlık geleneklerine bağlı değildir; aynı zamanda kolektif (zanaat temelli) bilgiyle de şekillenir. Bu çalışmanın amacı, tıbbi ve cerrahi cihaz üretim pratiklerini (uygulamalarını), coğrafi olarak dağılmış ancak birbirleriyle üretim pratikleri ve eknomik olarak bağlantılı uluslararası kümelerinin bölgesel inovasyon kültürleri çerçevesinde incelemektir. Çalışma, çok-alanlı etnografik araştırmaya dayalı karşılaştırmalı bir analiz kullanarak, kapsamlı nitel görüşmeler aracılığıyla cerrahi alet üretim kümelerinin tarihsel kökenlerini, geleneklerini ve zanaat temelli üretimde bilgi evrimine etkilerini araştıracaktır. Araştırma, en temelde uluslararası inovasyon kümeleri ile tıbbi/cerrahi cihaz endüstrisindeki zanaat temelli üretim pratikleri arasındaki ilişkiye odaklanacaktır. Bu doğrultuda, küresel işbölümü, değer zinciri ve politik ekonominin tıbbi cihaz üretimi ile inovasyon pratiklerini nasıl şekillendirdiği ve etkilediği sorularına da yanıt arayacaktır. Bu araştırmanın temel hedeflerinden biri, bu karmaşık faktörler arasındaki etkileşimi daha derinlemesine anlamak ve bunların cerrahi alet üretimi ile inovasyon süreçleri üzerindeki etkisini anlamaktır. Bu karşılıklı bağımlılık süreçlerini ortaya koyabilmek adına bu çalışma, cerrahi alet üretiminde dünya çapında öncü konumda olan ve birbirleriyle iş birliği içinde bulunan üç farklı coğrafyayı karşılaştırmalı olarak ele alacaktır: Samsun (Türkiye), Tuttlingen (Almanya) ve Sialkot (Pakistan). Bölgesel inovasyon kültürleri, yerleşik bilgi ve pratiklerin konumlanmış faaliyetler olarak ele alınması çerçevesinde, farklı üretim ve tasarım geleneklerinin bölgesel inovasyon kültürlerini nasıl etkilediği incelenecektir.

Araştırma, bu üç kümenin kendi içlerindeki heterojenliğe rağmen birbirleriyle nasıl etkileşime geçtiğini araştıracaktır. Cerrahi alet üretimi ve inovasyon sürecinde yer alan bu üç kümenin üretim zincirleri, yüksek derecede karşılıklı bağımlılık göstermektedir. Dolayısıyla, bu tür iş birliklerinin kurulamaması veya sürdürülememesi, tıbbi cihaz inovasyon zincirinde aksaklıklara veya kesintilere yol açabilir. Kümeler arasındaki inovasyon transfer mekanizmalarının anlaşılması, iş birliğinin güçlendirilmesi ve tıbbi cihaz sektöründeki inovasyonlarım teşvik edilmesi açısından kritik önemdedir. Cerrahi alet üretiminin manuel aşamalarında, incelikli el işçiliği ve yüksek düzeyde beceri ve ustalık gerektiren zanaatkârlık ön planda iken, ileri üretim aşamalarında yüksek teknolojinin kullanımı, farklı zanaat gelenekleri ile teknolojilerin bir araya getirilmesini gerektirmektedir. Bunun yanı sıra, dijital teknolojiler ve otomasyon giderek daha fazla önem kazanmaktadır. Özellikle bilgisayar destekli üretim teknikleri, robotik sistemler ve veri odaklı inovasyon süreçleri, üretim zincirlerini daha da dönüştürmekte ve yeniden şekillendirmektedir.

Bu araştırma, bölgesel inovasyon kültürleri kavramının geliştirilmesine katkı sağlama potansiyeline sahiptir. Yenilikçi yolların çokluğunun farklı pratikler aracılığıyla nasıl somutlaştığını ve uzmanlık bilgisinin inovasyon zincirleri yoluyla nasıl yayıldığını ortaya koyarak, kültürel açıdan farklı pratiklerin inovasyon değerine dair derinlemesine ve özgün içgörüler sunacaktır.
